NEVER--unless
Government itself wants a scapegoat, someone to cover for Government, by
taking the blame for Government's own actions.
The US military has
resorted to a variety of expedients in order to commit murders. All of
them involved cover-up--concealment of what happened, of the military
personnel involved, or both.
Take, for example, the
case of Army National Guard Captain Gordon Hess of Jamestown, New York.
In March 1998, while at annual military training at Fort Knox, Kentucky;
Captain Hess was stabbed 26 times, resulting in death. Four of the wounds
punctured his lung, one penetrated his liver, and two penetrated his
