Dear Ms. Cromwell:
Please find enclosed a letter from
one of our constituents, Mr. Terry Helvey, who is alleging that he has
been abused while being imprisoned at Fort Leavenworth. Mr. Helvey states
in his letter that he has been assaulted, threatened, refused medical
treatment, and harassed. Also enclosed is a letter from Mr. Helvey's
attorney, Mr. Bruce Tyler Wick, who has detailed some of the instances
that Mr. Helvey refers to.
We urge your office to investigate
these allegations. We would appreciate knowing promptly when your
investigation is completed. Your reply should be directed to our office

Dear Senator Ashcroft:
I write on behalf of Terry M.
Helvey of Fredericktown, Missouri. Could he not be placed under Congress'
protection, as by a subpoena, to prevent further injury to him by
authorities at Ft. Leavenworth? Pending his testimony, should he not also
be transferred to some nonmilitary facility, precisely to prevent such
reprisals?
Since Easter, my office has
energetically promoted a website established to assist servicemen and
women--Sailors United for Self-Defense, an MSN Web Community,
http://communities.msn.com/SAILORSUNITEDFORSELFDEFENSE[.] The website
describes practices aboard the USS Belleau Wood to rid that ship of
undesirables, including beatings, torture and the murder of at least one
sailor, Allen R. Schindler of Chicago. As a Navy "enforcer," Mr. Helvey
was a witness or participant in these crimes.
In apparent retaliation 5 May 2000
for our post-Easter efforts, Mr. Helvey was forced into handcuffs and leg
irons too small for him--injuring his hands, wrists and ankles. The abuse
would have been repeated 9 May, but for the intervention of a friendly
sergeant.
Then on 19 and 30 May 2000, medics
twice denied Mr. Helvey a dispensation for a sprained ankle (possibly
weakened in the leg iron incident of 5 May), forcing him to continue
pushing heavy laundry carts and to re-injure the ankle. Indeed, a member
of Mr. Helvey's "Correctional Treatment Team" (CTT), specifically directed
him to continue work on the sprained ankle--on pain of immediate, solitary
confinement in the prison's Base.
I have tried all of May to reason
with these folks, but have nothing to show for my efforts, except further
injury to Mr. Helvey. If the Navy wishes to murder its personnel, that's
perfectly all right with the Fr. Leavenworth authorities. What they find
obnoxious, however, is public disclosure of the Navy's murder of Allen
Schindler! That is why Mr. Helvey cannot remain at Ft. Leavenworth, or
any other military facility.
I feel confident, though, that full
disclosure in a proper forum will result--not in additional injuries to
Mr. Helvey--but in his freedom. Truth is our ally here. Mr. Helvey has
nothing to fear from the facts. Indeed, you may be able to provide Mr.
Helvey with a measure of protection right away--by interviewing him, or
having someone on your staff do so.
Of course, should you have any
questions about the foregoing or its attachments, or should you require
further information; please don't hesitate to contact me. Mr. Helvey or I
can easily supply whatever additional information you may seek.
In the meantime, and for
